Consular Working Hours

The Consular Section, which handles all visas and passports, is open to the public between 9:00 A.M. and 12:30 P.M. and 1.30 PM and 3.00 PM - Monday to Friday, except during Public Holidays. Nigerian passports are, however, issued only on Wednesdays within the same working hours. (Note: The Embassy observes both Nigerian & Senegalese national holidays).

Applicants residing outside Dakar are implored to inquire from Consular Officers or book appointment with the Section before setting off for the Embassy, to avoid unnecessary delays.

All applications for visas, passports etc will be treated within the statutory two (2) working days, after submission.


Passports, Other Travel Documents And Endorsements

 Passport renewals and re-issue will be processed within a maximum of two (2) working days. But under normal circumstances, (provided requirements are met), Passports will be issued/renewed or re-issued within same working day of submission. Passport Replacement (lost Passport) will only be replaced upon approval from the Nigerian Immigration Service Headquarters in Abuja.


Passport Fees

The Immigration fees for the various travel documents and endorsements are as follows :

Standard Passport Booklet and Passport:

Nigerians are hereby reminded that all applicants for passport-related assistance including Emergency Travel Certificates (ETC) and other endorsements must be accompanied with the required documents before submission to the Embassy.

 
Requirements : Passport Renewal & New/Re-Issue

New/Re-issue or Renewal of Nigerian passports shall be accompanied with the following:

1. Expired/current passport booklet (for re-issue/renewal),
2. Payment of passport fees of 30.000 fcfa for Re-issue or new,
3. Payment of passport fees of 15.000 fcfa for Renewal
4. One recent passport size photograph (full face)
5. Completed Passport Form(s)
6. For new passport, evidence of Nigerian nationality (parentage, birth certificate)

Note: All applicants for New/Re-issuance of Passports must be physically present at the Embassy to take machine-readable photographs. No exceptions are permitted.


Requirements : Replacement Of Lost Passport

Requirements for replacement of lost passports are:

1. Letter to the Nigerian Immigration Service, Reporting the loss of passport, with details of passport, date of loss, manner of loss, place of loss. [Note: Details of passports to include Passport number, place of issue, date of issue]

Please also enclose the following documents to support the above:

1. Extrait of Federal Police Report about the loss                                                                                                                       2. Sworn Court Affidavit on loss of passport                                                                                                                              3. Photocopies of the passport                                                                                                                                                   4. Refundable deposit of 165.000 fcfa

Note: Nigerians are advised to make a copy of their passports upon issuance to avoid total loss of evidence of data contained therein. ALL applications for replacement of loss passports will be forwarded to the Nigerian Immigration Service HQ for clearance and approval, except if lost passport was issued originally by the Embassy.


Emergency Travel Certificate

Emergency Travel Certificate (ETC) is issued to Nigerians who legitimately lose their passports while abroad on visits and non-resident Nigerians abroad, to enable them return to Nigeria. ETC is usually issued for a one-way journey to Nigeria only and must be surrendered to Immigration Authorities at the port of entry. Validity of ETC ranges from one month - three (3) months from date of issue.

Requirements for Emergency Travel Certificate:

Applications requesting for Emergency Travel document must have evidence of the following;

1. Full address in Nigeria & Senegal (not P. O. Box)
2. Senegalese Police Report
3. Confirmed print-out or copy of Air Ticket.
4. Two Passport photographs
5. Fees of 15.000 fcfa


Change Of Name

Applicant must submit to the Embassy, a publication of his or her name in any of the Nigeria-based newspapers and provide the following:

1. Valid Passport
2. Fees of 10.000 fcfa
3. Marriage Certificate, if applicable

Consular Card

1. Application letter with full Nigerian/Senegalese addresses
2. Two (2) recent passport photographs

Consular Letters

All Nigerian Applicants for ‘Consular Letters’ must submit the following documents before issuance:

1. Completion of Embassy Consular Assistance Request Form
2. Copy of Nigerian Passport
3. Two (2) Passport Photographs
4. Evidence of Residence in Senegal
5. Payment of appropriate Fee of 5.000 fcfa


Authentication Of Documents

1. Provision of relevant documents
2. Evidence of relevant Nigerian condition for authentication
3. Authentication by relevant Senegalese/Nigerian Authorities
4.  Payment of appropriate fees of 5.000 fcfa


Other Consular Services

  • Official Consular Visits

To promote the welfare and guarantee of the basic rights of all Nigerians in Senegal, the Embassy  undertakes periodic consular visits to major cities in Senegal to meet with bona fide Nigerian citizens, students and also  render support to Nigerians in prison or in distress. The Embassy also encourages the formation and functioning of Nigerian Associations as non-political and non-profit organizations devoted to the welfare and progress of the Community of Nigerians in Senegal on a city/national basis.

Generally, the Embassy advises all Nigerians resident or visiting Senegal to take necessary precautions in ensuring their safety and security and to avoid involvement in crimes or illegal business activities.

In addition, it must be stressed that local laws, rules and regulations must be complied with by all Nigerians residing or visiting Senegal. In case of doubt regarding Senegalese immigration or commercial regulations, the Consular or Economic Sections of the Embassy should be contacted immediately for clarification.

  • Dual Citizenship

In line with the provisions of the 1999 Nigerian Constitution, the Embassy recognizes Nigerians who have citizenship by birth, registration, naturalization as well as those possessing dual citizenship. However, Nigerians, who possess Senegalese nationality, maybe subject to other laws that impose some special obligations on Senegalese citizens. Such Nigerians should contact the Host Government for necessary information in this regard.

It is necessary to point out that Nigerians holding Senegalese passports (Dual Nigerian & Senegalese citizens) will be required to meet all the conditions applicable to non-Nigerians when intending to visit Nigeria with their Senegalese passports.


Courteous Service

The Embassy wishes to state that the Consular Section will strive to render all services to the general public in an efficient, transparent and courteous manner in consonance with the above-conditions explicitly listed above. The conditions for the issuance of Nigerian Visa, Passports and other documents are stipulated according to the laws, rules and regulations of the Federal Government of Nigeria and can be changed without prior notice to the public. The Embassy will strive to update the Consular & Immigration Rules and Regulations.

However, in case of any unsatisfactory service, kindly notify the Embassy through the above-stated emails.


Visas

All visa applications will be processed within two (2) working days or 48 hours after submission, if the requirements are met. Relevant Application Forms (available for downloading on the Embassy’s website) must be fully completed, signed, dated by all visa applicants. Uncompleted forms or non-supply of necessary supporting documents will not be accepted or processed.

Types Of Visa

A. Visiting, Tourist & Transit Visas,

D. Subject To Regularization (STR) i.e. Residence/Work Permit, which will be regularized on arrival in Nigeria by the Nigeria Immigration Service (NIS)
E. Diplomatic/Official Visas


Basic Requirements For Issuance Of Nigerian Visas

1. Payment of non-Refundable Fees, which are usually charged on the basis of reciprocity
2. Completion of Visa Application Form
3. Evidence of sufficient funds for duration of visit or proof of other satisfactory arrangements for support while in Nigeria
4. Visa officer may request for other information from the applicants, if deemed necessary
5. Physical Interview of the applicant maybe required as and when necessary
6. Evidence of return air ticket (except one-way ticket for STR applicants)


A. Requirements  For Visitor/Tourist & Transit Visas

1. Valid Passport (at least 6 months to expiration)
2. One recent Passport photograph
3. Copy of round-trip ticket/flight itinerary (applies to all applicants)
4. Letter of invitation accepting Immigration responsibility or evidence of financial support while in Nigeria from Nigerians individual or organization.
5. Applicants for Transit visas must submit copies of their onward tickets and visas to their main destinations.
6. Children must submit copies of their birth certificate showing names of their two parents
7. Children of Nigerian parents must submit copies of relevant pages of one of their parents' passport.
8. Provision of hotel reservation is preferable
9. Resident foreigners inviting friends must submit copies of their resident permits and relevant pages of passports
10. Foreigners married to Nigerians or invited by Nigerians must submit copies of their hosts' or spouses' passports
11. Evidence of payment of appropriate Non-refundable fee


B. Business & Visa For Educational/Religious Purposes

1. Valid Passport (at least 6 months to expiration)
2. One recent passport photograph
3. A copy of round-trip ticket
4. Submission of Letter of invitation from companies or business organizations stating business interest/purpose
5. If traveling to Nigeria for religious purpose, approval from the Ministry of Internal Affairs, Abuja, Nigeria must be submitted
6. If traveling to Nigeria for educational visit, a letter of invitation from the Host University/School stating its purpose must be submitted
7. If a student, submission of a copy of Identification Card & accompanying letter from institution is necessary
8. Evidence of payment of appropriate Non-refundable fee


C. Temporary Work Permit (TWP)

1. A valid passport (at least 6 months to expiration)
2. One recent passport photograph
3. Evidence of Professional qualification for job in Nigeria
4. Original copy of approval by Nigeria Immigration Service
Note: Approval is still subject to Embassy’s final decision
5. Evidence of payment of Non-refundable Fee of 120.000 fcfa

Companies and organisations wishing to engage the services of expatriates for short period assignments, are required to apply direct to the Comptroller - General in Abuja for visa/entry permits for such expatriates. This is the temporary work permit visa and is not issued without reference to the Comptroller - General of Immigration. If such applications are submitted at the Nigerian missions abroad, they must be reffered to the Comptroller - General of Immigration for approval. The temporary assignments which are eligible for such approval include:

  • Erection/installation work;
  • Feasability studies;
  • Repairs of machinery/equipment;
  • Auditing od accounts;
  • Research work, and such other assignments as may fall into this category.

The visa is normally approved by cablegram sent through NITEL offices in Nigeria to the Mission from where it would be issued. The cost of the transmission is borne by the company/ organisation applying for the fascility. The T.W.P. Visa is given for a period not exceeding 3 months and may be extended for a further period, upon application to the Comptroller - General of Immigration who will determine the desirability of such an extension.


D. Subject to regularization (STR)

1. A valid passport (at least 6 months to expiration)
2. Completed application forms in quadruplicate
3. Four recent full face passport photographs
4. Four (4) certified copies of expatriate quota approval from Nigeria or approval from Nigeria for STR
5. Four (4) certified copies of all credentials & certificates Note: To determine suitability for employment in Nigeria
6. Letter of employment issued by Nigerian company
7. Letter of acceptance
8. Evidence of payment of Non-refundable Fee of 120.000

This is the type of visa required by foreigners seeking to take up employment in Nigeria. Section 8, sub-section 1, of the Immigration Act provides that "no person, not being a citizen of Nigeria, may take up employment in Nigeria other than employment with the federal or state government without the consent of the Comptroller - General of Immigration". Section 33 of the Act further provides that an application must be made to the Comptroller - General by the prospective employer, in writing, confirming that he/she has a vacancy on the expatriate quota and at the same time stating the position in which prospective employee is to be employed and confirming exceptance of immigration responsibility.

The employer company applies to the Nigerian embassy or consular office in the country where such indending employee/applicant resides, requesting that he (and his accompanying spouse/fiance/children, if applicable) be granted STR visa (subject to regularisation for residents work permit) when he arrives in Nigeria. In such application, the employer company undertakes to assume immigration and other responsibilities for the employee (and his accompanying spouse/fiance/children, if applicable) in Nigeria. The STR visa is issued at Nigerian mission without reference to the Comptroller - General of Immigration provided that the applicant presents specified documents. STR visa is normally given for 90 days without reference during which an application must be made to the Comptroller - General of Immigration, to regularise the stay of the prospective employee, and the person may assume his employment only when such application is approved and a RESIDENCE WORK PERMIT granted.

 
E. Diplomatic/Official VISAS

1. Application visa forms duly completed
2. Two (2) Passport colour photographs
3. A copy of the flight reservations
4. Submission of Note Verbal from corresponding Embassy
5. Valid Diplomatic Passport (at least 6-months to expiration)

Important Visa Notice:
All applicants are advised against involvement in advance fee fraud scams and are enjoined to seek the verification from the Economic Section of the Embassy before concluding business deals with unknown or first-time business partners.

Registration of Aliens

Having undergone the various legal formalities for residency status, all foreigners are expected to register their presence at the immigration offices closest to their places of residence or occupation. It should be noted that for this purpose, all the state immigration offices are representatives of the Comptroller - General of Immigration and application for regulation should be made to them, which they would refer accordingly, for approval to issue the residence permit.
